Application and Selection Procedures

To qualify for participation in a 4-H activity, a 4-H member must have reached, by January 1, the appropriate age for the activity as indicated in the current Quick Reference 4-H Events Guide.

For non-competitive events, every effort will be made to fill vacancies due to cancellation. In those events where alternates have been determined in the selection process, the specialist in charge of the event will contact the appropriate alternate. For out-of-state events, efforts to fill vacancies will be made up to 48 hours of the time the delegates depart for the event. For in-state events, an effort to fill vacancies will occur up to 24 hours prior to the beginning of the event.

The state application process, selection process, and refund policy must be followed. However, county due dates must be observed. Refer to your county Extension office for county due dates for applications. Applications submitted after the county due date are subject to a low ranking on the county’s applicant list.

The selection committee will review all applications received by the published due date based on the following criteria: age and grade requirements for a specific event, 4-H involvement, county representation, and ethnic diversity.

A letter listing names of all applicants, individuals requesting scholarships, and rankings must be submitted from each county. Applications are to be ranked by a county agent in order of priority for use if an alternate delegate list becomes necessary.

A bill will be issued to the county six working days prior to the event. (No refunds will be made after that date.) One check per county per event will be due UPON RECEIPT, payable to the "Arkansas 4-H Foundation."

Filling vacancies due to cancellation: If an alternate is needed after the state 4-H Youth Development office has billed counties for delegates’ registration fees, the next alternate delegate from the state alternate list will be required to directly reimburse either the county 4-H Foundation or county 4-H fund of the delegate he or she is replacing. A check covering all registration fees (made payable to the appropriate county 4-H Foundation or 4-H fund) should be given to the specialist in charge of the event at registration to be forwarded to the appropriate county.

Counties should collect in advance and deposit all monies from individuals for every 4-H event. Checks from individuals will not be accepted at the state 4-H Youth Development office.

All applications for participation, scholarships, and 4-H journals for state competition will be stamped on the date received at the state 4‑H Youth Development office. Those not received by the due date will not be eligible for participation in the 4-H program or activity. Late applications will be considered only in the event of a vacancy in that 4-H program. Applications must be submitted through the county Extension office and certified by an Extension agent for all levels of participation. By signing an application or award form, the agent, parent, and 4-H member are certifying that the 4-H member is in good standing and qualified to attend the activity or receive the award.

Applications are to be sent to the Little Rock state office – 4-H Youth Development (except for State O-Rama, which does not use FY4-H-655 or FY4-H-657). Health cards (Health Statement and Parents’ Release) must be completed as a part of the application. Code of Conduct forms must be on file in the county Extension office. (Counties should send one check to cover the deposit for Citizenship...Washington Focus and High Adventure only with a cover letter listing name of applicants.) After applicants are entered in 4-H Master Database, applications will be sent to the contact person coordinating that event for processing.

Note: Applications without an agent signature or other incomplete information will be returned to the county office. If corrected and resubmitted, applications will be placed by the date the corrected application is received.
